Emergency Solutions Grant (ESG) Program

Notice is hereby given that the County of Wayne has completed a draft of the 2024 Annual Action Plan for its Community Development Block Grant (CDBG) Program, HOME Investment Partnership (HOME) Program, and Emergency Solutions Grant (ESG) Program. Prior to submission to the U.S. Department of Housing and Urban Development (HUD), a draft of the 2024 Annual Action Plan with pre-commitment of funds is available for public review and comment for a 30-day period from June 29, 2024, through July 27, 2024. The plan can be accessed via the County's website at the following websites:

or in person by appointment at the Community Development Division of Wayne County, located at the Guardian Building, 500 Griswold St., 28th Floor, Detroit, MI 48226, between the hours of 8:30 a.m. and 4:00 p.m.

HUD offers these program grants to develop viable communities that provide decent housing, a suitable living environment, and expanded economic opportunities for low- and moderate-income persons. Wayne County anticipates receiving approximately $5,450,137 in CDBG funds, $2,562,853 in HOME funds, and $468,115 in ESG funds.

A virtual Public Hearing will be held on Friday, June 28, 2024, at 9:00 am, to afford the opportunity for input to be recorded on the 2024 Annual Action Plan for CDBG, HOME, and ESG programs for the Program Year 2024. Join the Zoom Meeting at

The public is invited to attend and comment at the public hearing or to make written comments.
