Notice is hereby given that the County of Wayne has completed a draft of the 2024 Consolidated Annual Performance Evaluation Report (CAPER) for its Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Solutions Grant (ESG) Programs. Prior to submission to the U.S. Department of Housing and Urban Development (HUD), a draft of the 2024 CAPER is available for public review and comment for a 15-day period from September 11, 2025, through September 25, 2025. The report can be accessed via the County’s website:

or in person by appointment (email and phone number is below) at the Community Development Division of Wayne County, located at the Guardian Building, 500 Griswold St., 28th Floor, Detroit, MI 48226, between the hours of 9:00 a.m. and 4:00 p.m.

 

The CAPER highlights expenditures of CDBG funds for the period July 1, 2024, through June 30, 2025, and provides information on activities undertaken with HOME and ESG funds for affordable housing and homeless services in Wayne County, Michigan. HUD offers these program grants to develop viable communities that provide decent housing, a suitable living environment, and expanded economic opportunities for low-and-moderate income persons.

 

Wayne County will conduct one (1) public hearing to consider and afford the opportunity for input to be recorded on the 2024 CAPER. It will be held virtually on September 10, 2025, at 11:00 a.m. via Zoom.

The public is invited to attend and comment at the public hearing or to make written comments. Written comments should be made via email to communitydevelopment@waynecountymi.gov or mailed to the attention of Betsy Palazzola, Community Development Director, Wayne County, Guardian Building, 500 Griswold St., 28th Floor, Detroit, MI 48226.

 

An Impediments to Fair Housing Choice presentation will be made at the end of the public hearing with discussion in preparation of Wayne County’s 2026 – 2030 Consolidated Plan for CDBG, HOME and ESG funding.  Impediments include any actions or decisions taken because of race, color, religion, sex, national origin, familial status, or mental or physical ability which restricts housing choices.
