Prosecutor Kym Worthy has charged Delmar Jijuan‑Raffile Williams, 32, of Detroit, in connection with the theft of catalytic converters from multiple buses at a senior assisted living facility. The buses are shuttle buses that transport residents of the assisted living facility to doctors' appointments and other “off campus” activities.

On July 26, 2026, at approximately 6:30 a.m., at a senior assisted living facility in the 250 block of McDougall Street in Detroit, it is alleged that Williams removed and stole the catalytic converters from 14 of the facility’s buses before fleeing the scene. Investigation by the Detroit Police Department led to the arrest of the defendant on July 27, 2026.

Delmar Jijuan-Raffile Williams has been charged with one count of Larceny - $20,000 or more, and 14 counts of Larceny from a Motor Vehicle. *

“The defendant’s alleged theft of 14 catalytic converters is particularly remarkable because of what kind of vehicles they were stolen from – buses that are used to transport senior citizens from their Assisted Living facility to their doctor’s appointments and other necessary places,” said Prosecutor Kym Worthy.

He was arraigned this morning in 36th District Court before Magistrate William Burton and received a $250,000 cash/surety bond with a GPS tether and house arrest. A bond redetermination hearing is scheduled for August 17, 2026, at 9:00 a.m., before Judge William McConico. The Probable Cause Conference is scheduled for August 21, 2026, at 8:30 a.m., and the Preliminary Examination is scheduled for August 28, 2026, at 8:45 a.m., before Judge Patricia Jefferson.

*The charges are allegations and defendants are presumed innocent until and unless proven guilty.
