Detroit Man Charged in Fatal Shooting Outside of Chrysler Elementary

Prosecutor Kym Worthy has charged Kevin Flagg, 43, of Detroit, in connection with the fatal shooting of Devin Burns, 25, also of Detroit. Mr. Burns worked as a janitor at Chrysler Elementary School.
On July 2, 2026, at approximately 5:17 p.m., Detroit police officers were dispatched to Chrysler Elementary School, located in the 1400 block of E. Lafayette Street for a reported shooting. Upon their arrival, officers located the victim on the ground suffering from a gunshot wound to the chest. Medics arrived on the scene and transported the victim to a local hospital for treatment. Mr. Burns succumbed to his injuries and was pronounced deceased a short time later.
It is alleged that a verbal altercation between the defendant and the victim escalated to a physical altercation, and Defendant Flagg produced and fired a handgun, fatally wounding Mr. Burns.
Kevin Flagg has been charged with one count of Second-Degree Murder, one count of Manslaughter – Statutory Short Form, and two counts of Felony Firearm. *
He was arraigned on July 11, 2026, in 36th District Court before Magistrate Laura Echartea and received a $250,000 cash/surety bond. On July 13, 2026, at the bond redetermination hearing before Judge Ruth Ann Garrett, Defendant Flagg’s bond was reduced to $150,000 cash/surety. The Probable Cause Conference is scheduled for July 20, 2026, at 8:30 a.m., and the Preliminary Examination is scheduled for July 27, 2026, at 8:45 a.m., before Judge Shawn Jacque.
