On June 19, 2025, at 6:00 p.m., three Southgate police officers were dispatched to 13200 Village Park Drive apartments where it is alleged that Kemp was on the second floor with a handgun. The officers located him in a laundry room where he fired and struck two officers in their legs. A third officer was not injured. After the shooting, Kemp jumped out of a window and fled from the area. At approximately 8:00 p.m., the defendant was located by the authorities and placed under arrest.

Kemp was arraigned this morning in 36th District Court before Magistrate William Burton. He received a $1 million cash or surety bond. If he posts bond, he will have a GPS tether and house arrest. His Probable Cause Conference is July 7, 2025, and his Preliminary Examination date is July 11, 2025, in 28th District Court, in Southgate.
Prosecutor Kym Worthy said, “This case represents a needless explosion of violence that our law enforcement officials potentially face every time they put in a uniform.”
